Upon completion sometime next year, the Crescent City Harbor will most likely be the only tsunami-resistant harbor on the West Coast.

The Port of Brookings-Harbor and the Santa Cruz Harbor were not rebuilt to be tsunami-
resistant after also being damaged from the March 2011 tsunami, said the harbor?s lead engineer, Ward Stover. In fact, the Crescent City Harbor is the only tsunami-resistant harbor that engineers working on the project are aware of, Stover said.

?It?s getting replaced right,? said Harbormaster/CEO?Richard Young. ?In the long run, it?s the cheapest way to do it.? Young said that short of building a giant wall around a harbor, you can?t make a marina ?tsunami-proof,? but the Crescent City Harbor will be ?tsunami-resistant? and, ?It?s going to take a huge tsunami to damage this harbor.?

A tsunami of the same magnitude as last year?s would cause very little, if any, damage to the harbor?s new design, Young said.?

One of the engineering firms contracted by the Crescent City Harbor District, Ben C. Gerwick, Inc., is represented on a committee of the American Society of Civil Engineers, which is working on codifying standards for tsunami-resistant harbors. There?s a lot of interest in engineering circles in the tsunami-resistant design of the Crescent City Harbor.

?We?re looking forward to seeing how this works because it?s going to be kind of a test project for California and for this area,???Stover said about the harbor?s design during a recent Harbor Commission meeting.

The dock closest to the entrance of the inner boat basin, H Dock, would be the first dock hammered by a tsunami surge, and it?s been designed to take a punch.

Called the ?wave stopper? by one harbor commissioner, H Dock will be 16 feet wide and almost 7 feet tall, in order to absorb the energy and force of surges. The 400-foot dock will be constructed with 39-foot-long dock sections, which are currently being cast on harbor grounds because of their size. Each section of the monstrous wave-stopper will weigh almost 160,000 pounds.

At least nine of the other main dock sections, which were cast in Bellingham, Wash., have been delivered already.

The main dock sections are 8 feet wide, 38 feet long, almost 4 feet tall and 58,000 pounds each. And at $120 a square foot, each dock section costs almost $37,000.

The docks are built by first constructing a rebar cage to provide structural stability. Large styrofoam blocks are then placed inside the cage to provide buoyancy to the burly docks. PVC?piping??designed for water and electricity hookups is snaked through the rebar cage. Then metal forms are placed around the rebar and styrofoam setup before concrete is poured over the entire apparatus.

Massive piling hoops, weighing at least 600 pounds and big enough to attach to 30-inch-wide pilings, are already attached to the main dock sections. A few of the sections can be seen awaiting installation next to the Harbor District office. Some of the docks have already been placed in the water and are waiting for pilings to be drilled to be fully installed.

And when will the pilings be drilled?

After weeks of delay, a specialized drill-bit is expected to be shipped today and arrive later this week, Stover said.

The fabricators of the drill bit hold the only patent for this specific design, said representatives of Dutra Construction, the contractor for the project.

The drill bit has retractable teeth that fold in to allow for the drill to be inserted into the hollow steel piling sleeve. The drill bit will be inserted through the entire length of the 30-foot piling sleeve and then the teeth will expand to drill a diameter just wide enough for the piling sleeve to drop into the freshly drilled hole in the bedrock, Stover said.

Debris from the drilling will be pumped up from the center of the drill bit and into a barge where the material will be separated for disposal.

Dutra has committed to installing at least 86 pilings before Nov. 15 ? the last date the California Coastal Commission will allow in-water work. Dutra has said it will work 24/7 to meet this deadline.

With resident commercial fishing vessels returning to Crescent City after a summer spent salmon and tuna fishing, the harbor district is scrambling to find places to put all the boats.

?We?re having a heck of a time trying to park boats,? Young said at Tuesday?s Harbor Commission meeting. ?We can double-up for a short period of time, because we?re not in the bad weather part of the year yet, but we need to get some pilings in and get some slips in this harbor.?

Vatican names seven saints including first Native American

VATICAN CITY (Reuters) - Pope Benedict created seven new saints on Sunday including the first Native American to be canonized, as the Roman Catholic Church reaches out to its global flock to rebuff encroaching secularism.

The celebration of figures who had suffered to promote the faith comes as the Church begins a drive to reclaim flagging congregations in former strongholds in the face of sex abuse scandals and dissent against Church teachings.

Thousands of pilgrims from around the world converged on St. Peter's Square to witness the ceremony recognizing the saints, who included Kateri Tekakwitha, a sixteenth-century convert known as "Lily of the Mohawks".

The crowd included hundreds of pilgrims from the United States' 2.5 million-strong Native American population, of whom 680,000 are estimated to be Catholic, a legacy of the success of early missionaries in converting indigenous people in America.

Among them was a 12-year-old boy who survived a potentially fatal flesh-eating virus, which the Vatican attributed to miraculous intervention by Saint Kateri.

Many pilgrims waved the flag of the Philippines and held portraits of Pedro Calungsod, killed doing missionary work in 1672, who became the second Filipino saint. Others in traditional German dirndl dresses and leather shorts cheered as Pope Benedict welcomed them in his native tongue.

Portraits of the new saints, including French Jesuit Jacques Berthieu, Italian priest Giovanni Battista Piamarta, the Spanish nun Carmen Salles y Barangueras, and German laywoman Anna Schaffer hung from the marble facade of St. Peter's Basilica, and the crowds cheered as each name was called.

"Saint Kateri, Protectress of Canada and the first Native American saint, we entrust to you the renewal of the faith in the first nations and in North America! May God bless the first nations!" Pope Benedict said in his homily, in which he alternated between French, English, German and Italian.

Saint Kateri, born in 1656 in what is now New York to a Mohawk father and an Algonquin mother, impressed missionaries with her devotion, taking a lifetime vow of chastity and punishing herself by placing hot coals between her toes and sleeping on a bed of thorns.

When she died at the age of 24, witnesses said smallpox scars on her face disappeared, and people reported seeing visions of her.

This began a centuries-old tradition of veneration culminating with her canonization, bolstered by the survival of the Native American boy in 2006.

Jake Finkbonner, now 12 and recovered, travelled to Rome for the ceremony with hundreds of his Lummi tribe, from devout indigenous communities across the United States and Canada.

SPREADING THE WORD

Dressed in fringed and beaded regalia with an arctic fox fur collar, Judy Arnouts of the Odawa tribe, whose native name is Bedaben, meaning Blessing of New Day, said the canonization of Saint Kateri was a boost to the Native American community.

"Our cultural and spiritual history needs to be upheld, celebrated and taught to our younger generation," said Arnouts, 68, who had travelled from Michigan to present Pope Benedict with a wood-burned cedar log she had made, a traditional craft.

Aida and Romy Javier, wearing Hawaiian garlands of flowers around their necks, were among scores of pilgrims who had travelled from the island to see the canonization of Marianne Cope, a German-born woman who founded a hospital in Hawaii in the 19th century.

"I will tell my children and grandchildren about this day," Aida Javier said, holding a portrait of Saint Marianne. "The reason they are called saints is because they suffered for the sake of Christianity and they didn't want to renounce the faith. This is important because it will make our faith stronger."

Five of the seven saints were important figures in the Church's history of missionary work, pointing to a theme for the Church as it enters what Pope Benedict has proclaimed a "year of faith", aimed at countering the rise of secularism.

The canonization ceremony came in the middle of a three-week meeting of hundreds of bishops at the Vatican on the theme of the "New Evangelisation", an effort to rejuvenate the Church and win back lapsed believers.

"These new saints, different in origin, language, nationality and social condition, are united among themselves and with the whole People of God in the mystery of salvation of Christ the Redeemer," Pope Benedict said.

"May the witness of these new saints, and their lives generously spent for love of Christ, speak today to the whole Church, and may their intercession strengthen and sustain her in her mission to proclaim the Gospel to the whole world."

Spain's Rajoy gets mixed message in regional votes

MADRID, Spain (Reuters) - Spanish Prime Minister Mariano Rajoy was given a boost for his austerity drive with an election victory in his home region of Galicia on Sunday, but wins for nationalist parties in the Basque Country could prove a headache for his centre-right government.

The election in Galicia, where austerity steps were taken by the People's Party even before Rajoy took national office one year ago, had been seen as a referendum on the Spanish government's handling of the euro zone crisis.

The victory there gives the prime minister some breathing space after polls showing him losing support amid massive demonstrations against spending cuts in public services and successive tax hikes.

Rajoy's People's Party easily retained its absolute majority and government in Galicia with 41 seats in the regional parliament compared with 18 seats for the Socialist Party and 16 seats for two nationalist parties.

That was three more seats than three years ago and two more than predicted by opinion polls for Alberto Nunez Feijoo, the PP's regional leader and a possible heir to the PP leader.

European officials and analysts said Rajoy wanted to wait until after the election to request further European aid because he feared lenders' conditions, such as a reform of the pension system, could anger voters.

The Spanish prime minister, who received a euro zone pledge in June of up to 100 billion euros to recapitalize banks, said on Friday he still had not decided whether to request a sovereign bailout. Senior euro zone officials told Reuters they expected an aid request to be made next month.

Spain has fallen into its second recession since 2009 and the International Monetary Fund forecasts the economy will contract by 1.3 percent next year. Unemployment is 24.6 percent.

In the short term, Rajoy will benefit from the collapse of the Socialists in both Galicia and the Basque Country.

The Socialists had hoped for a repeat of regional elections in Andalusia in March where they lost to the PP but managed to form a coalition government with another left-wing party. But Sunday's results may re-open a leadership war in the Socialist Party, which ruled in Spain from 2004 to 2011.

RESISTENCE

In the Basque Country, the outcome of the vote, as expected, was influenced by central government attempts to reduce provincial power.

The nationalist PNV (Partido Nacionalista Vasco) won with 27 seats, compared with 21 seats for Bildu, a pro-independence party, 16 seats for the Socialist Party and 10 seats for the PP.

It is not yet clear who the Basque nationalist PNV will have to rely on to form a government. Political analysts said it may prefer to team up with the Socialist Party rather than with Bildu, which many see as linked to Basque separatist group ETA.

Although the PNV has said it would prioritize the economy over autonomy issues, the new political map of the region as well as an expected victory of nationalist parties in another regional vote in Catalonia on November 25 will likely fuel more resistance to Rajoy's policies locally.

Spain's 17 autonomous communities manage their own budgets and are responsible for health and education policies, among other areas of public spending.

Opposition parties have accused the government of using the crisis to claw back powers from the provinces, whose overspending was partly to blame for the failure of the country to meet its deficit targets last year.

The central government has offered funding to the regions in exchange for more control over local finances. So far, eight regions, including Catalonia, have said they would tap the liquidity line. The Basque Country is not expected to do so.

When the Canucks? AHL affiliate flies into Abbotsford, it?s always a little odd in the Abbotsford Sports and Recreation Centre as there are essentially two home teams on the ice. Plenty of Canucks fans come out to see the Heat only when the Wolves are in town, while many, if not most,?Abbotsford Heat fans are also Canucks fans eager to see the team?s prospects in action. Those that are not Canucks fans get a bit resentful and cheer even more loudly for the Heat, leading to a pretty great atmosphere where a positive action by either side elicits raucous cheers.

The Wolves, coming off a 2-1 victory in overtime against the Peoria Rivermen, were looking to extend their 3-game winning streak to start the season, while the Heat were coming off two victories against Peoria themselves and were hoping to kick off the season with a 3-game winning streak as well.

The building was packed with fans and media, though it came a little over 100 short of capacity. Considering the desperation for Canucks hockey that led to the tickets for the Bieksa?s Buddies charity game selling out in just a couple hours, I was surprised to see empty seats. Tonight?s rematch will hopefully be a different story, though it is also being televised on Sportsnet, which might slightly eat into the attendance numbers.

Those who were not in attendance or watching on AHL Live missed a thriller, particularly in the third period when the two teams combined for three goals in three minutes. The game had a little bit of everything: powerplays, 4-on-4, a fight, goals, massive hits, overtime, and a shootout. It?s almost like AHL hockey is every bit as entertaining as NHL hockey. Almost.

Hungry like the Notes:

• Zack ?Yakko, Wakko, and Dot? Kassian was the star of the game, opening the scoring in the second period, taking down Joe Piskula in a third period scrap, and scoring the game-clinching goal in the shootout. Kassian was a force from start to finish, throwing checks, protecting the puck, and using his strong skating ability to create a lot of space, causing his coach Scott Arniel to declare ?That is the best game I?ve seen him play.?

• The element of Kassian?s game that I was most impressed by, however, was his vision and passing. It?s an element of his game that gets overlooked in favour of his size and physicality, but Kassian is a superb passer, with one give-and-go down low with Andrew Ebbett in the first period standing out as being near-Sedinery. Kassianery just doesn?t have the same ring to it, unfortunately.

• Arniel?s noticed Kassian?s skills as well: ?He?s really impressed me with his hands? he can do good things with the puck and that?s a little bit of a surprise to me. I thought he was more just a shooter and a banger, but he?s got a complete game.?

• Kassian opened the scoring by catching T.J. Brodie (aka. T.J. ?Would be playing with the Flames right now if not for the lockout? Brodie) completely flat-footed with a surprising burst of speed through the neutral zone, taking a deft feed from Ebbett, and sneaking a quick wristshot shortside on Heat goaltender Danny Taylor. Thanks to CanucksTV, you can watch the goal in slow-motion. I recommend listening to Mozart?s ?Requiem? while watching slow-motion hockey highlights, as it instantly makes the highlights classier and more epic simultaneously.

• Kassian?s description of the goal lacks the poetry of Mozart?s ?Requiem,? but it has it?s own charm: ?I had a lot of speed and Ebby made a great pass. Kinda caught the D flat-footed and went in and had a good shot.? He called Ebbett ?Ebby.? That?s adorable.

• Also adorable: his description of what led to his fight. ?Two people got a little angry and decided to fight.??It was Kassian?s first fight of the season and it makes me wonder if we?ll see that side of him a little more often this year. He fought just once in the AHL in his rookie year and actually said at that time that he wanted to avoid fighting while establishing himself as a more complete player.

• Kassian?s shootout goal was all kinds of sick: pneumonia, the flu, chickenpox, West Nile, cat scratch fever, you name it. I recommend going to the end of the highlight package and watching it several times. It?s lovely.

• One last note on Kassian: the moment that encouraged me the most about his future on an Alain Vigneault-coached team came in overtime, when he saved a goal with a great backcheck on a backdoor feed, completely wiping out his man. Backchecking is like a throat lozenge to Vigneault: completely irresistible.

• The other clear star for the Wolves was Eddie Lack. He had fans chanting his name after a breakaway save on Roman Horak in the third period with the scored tied 2-2.??It was nice,? he said after the game. ?That was the first time, so it was pretty special.? There wasn?t much Lack could do about the two goals that the Heat scored, with both of them coming on the powerplay, but he stopped every shot he faced in the shootout. He still isn?t wearing his awesome new goalie pads, but he?s likely just breaking them in.

• Steve Pinizzotto had a great game, using his size effectively and making smart decisions with the puck. His best moment led to the Wolves? second goal, as he gained the zone with speed (well, as much speed as he?s got), then quickly pulled the puck back and threw on the brakes, creating enough space between himself and his defender to hit Nathan Longpre with a superb cross-ice pass. Longpre got the shot on net, Andrew Gordon took a whack at the rebound, then Longpre finished things off on the backhand.

• Arniel liked what he saw from Pinizzotto as well: ?Like Kassian, that was Pini?s best game. He?s missed a whole year of hockey, so for him to come out like that? His game has been a little bit rusty, but he?s gotten better and better every day. I?m sure he?s feeling a lot more comfortable in those skates.? The fact that he specified ?those?skates? has me wondering if Pinizzotto was trying to play in skates that were a size too big his entire career and only just now figured it out.

• The Derek Joslin signing went completely unheralded during the offseason, but I was impressed with his game against the Heat. He and Mark Matheson led the Wolves in ice time and he played a simple, effective game, particularly along the boards where he won most of his puck battles. He could be a good depth option for the Canucks, although the more likely candidate would be Kevin Connauton, whose all-around game is impressive to watch. He is going to be very good.

• Yann Sauve played in his first game of the season, missing the first three as a healthy scratch. The Wolves are currently carrying eight healthy defenceman, so it?s not too surprising. What was surprising was how confident Sauve seemed: he pinched effectively down the boards, rushed the puck into the offensive zone with aplomb, and added two shots on net. Halfway through the game I had to make sure that he hadn?t been replaced by a Sauve-substitute and that the butter on my bagel wasn?t secretly margarine. Then I double-checked my Mug Root Beer to make sure it hadn?t been replaced by President?s Choice. I got a little paranoid, is what I?m saying.

House Sales Keep Picking Up In Greater Hartford, But Prices Yet To ...

Homes sales in Greater Hartford marched higher for the eighth straight month in September, but sale prices did not follow suit.

A new report today from the Greater Hartford Association of Realtors showed the median sale price of single-family houses fell nearly 8 percent in September, compared with a year earlier, to $210,000, from $228,000. In August, the median sale price, on a year-over-year basis, in the association?s 57-town market rose 2.4 percent.

Closed sales rose 11 percent in September, to 711, from 641 a year ago.

Sales typically pick-up momentum before prices in a housing recovery. Despite the consistent gains in sales this year, no clear trend has emerged when it comes to prices.

?Sales should begin to move upward before our housing recovery is fully underway,? Jeff Arakelian, the association?s president and chief executive, said.

There were other positive signs in September, however. Houses under contract rose 26 percent, indicating sales are likely to remain on the upswing through the end of the year.

And the number of houses on the market dropped a little over seven percent to 6,365, from 6,861, the association said. Based on the number of sales in September, there is about a nine-month supply of houses for sale.

A six-month supply is said to favor neither buyer nor seller. The supply, as of September, still indicates a firm buyer?s market in the area.

Through the first nine months of the year, house sales are up about 18 percent, while the median sales price is down 2.2 percent, both compared with the same period in 2011, the association said.

Sales of condominiums in September were weak, down 21 percent, from the sale month a year ago, the association said. The median sale price was $154,500, down 8 percent, from $168,000 a year ago.

The picture was a bit brighter for condos when looking at the first nine months of the year. Closed sales were up 12 percent, though the median sale price fell nearly 11 percent, both compared with the same period in 2011.
