SHIP BOTTOM, N.J. (AP) ? Forget distinctions like tropical storm or hurricane. Don't get fixated on a particular track. Wherever it hits, the rare behemoth storm inexorably gathering in the eastern U.S. will afflict a third of the country with sheets of rain, high winds and heavy snow, say officials who warned millions in coastal areas to get out of the way.
"We're looking at impact of greater than 50 to 60 million people," said Louis Uccellini, head of environmental prediction for the National Oceanic and Atmospheric Administration.
As Hurricane Sandy barreled north from the Caribbean ? where it left nearly five dozen dead ? to meet two other powerful winter storms, experts said it didn't matter how strong the storm was when it hit land: The rare hybrid storm that follows will cause havoc over 800 miles from the East Coast to the Great Lakes.
"This is not a coastal threat alone," said Craig Fugate, director of the Federal Emergency Management Agency. "This is a very large area."
President Barack Obama was monitoring the storm and working with state and locals governments to make sure they get the resources needed to prepare, administration officials said.
New Jersey Gov. Chris Christie declared a state of emergency Saturday as hundreds of coastal residents started moving inland and the state was set to close its casinos. New York's governor was considering shutting down the subways to avoid flooding and half a dozen states warned residents to prepare for several days of lost power.
Sandy weakened briefly to a tropical storm early Saturday but was soon back up to Category 1 strength, packing 75 mph winds about 305 miles south-southeast of Cape Hatteras, N.C., as of 11 p.m. Forecasters said the storm was spreading tropical storm conditions across the coastline of North Carolina, and they were expected to move up the mid-Atlantic coastline late Sunday. Experts said the storm was most likely to hit the southern New Jersey coastline by late Monday or early Tuesday.
Governors from North Carolina, where heavy rain was expected Sunday, to Connecticut declared states of emergency. Delaware ordered mandatory evacuations for coastal communities by 8 p.m. Sunday.
Christie, who was widely criticized for not interrupting a family vacation in Florida while a snowstorm pummeled the state in 2010, broke off campaigning for Republican presidential nominee Mitt Romney in North Carolina on Friday to return home.
"I can be as cynical as anyone," the pugnacious chief executive said in a bit of understatement Saturday. "But when the storm comes, if it's as bad as they're predicting, you're going to wish you weren't as cynical as you otherwise might have been."
The storm forced the presidential campaign to juggle schedules. Romney scrapped plans to campaign Sunday in the swing state of Virginia and switched his schedule for the day to Ohio. First lady Michelle Obama canceled an appearance in New Hampshire for Tuesday, and Obama moved a planned Monday departure for Florida to Sunday night to beat the storm. He canceled appearances in Northern Virginia on Monday and Colorado on Tuesday.
In Ship Bottom, just north of Atlantic City, Alice and Giovanni Stockton-Rossini spent Saturday packing clothing in the backyard of their home, a few hundred yards from the ocean on Long Beach Island. Their neighborhood was under a voluntary evacuation order, but they didn't need to be forced.
"It's really frightening," Alice Stockton-Rossi said. "But you know how many times they tell you, 'This is it, it's really coming and it's really the big one' and then it turns out not to be? I'm afraid people will tune it out because of all the false alarms before ... (but) this one might be the one."
A few blocks away, Russ Linke was taking no chances. He and his wife secured the patio furniture, packed the bicycles into the pickup truck, and headed off the island.
What makes the storm so dangerous and unusual is that it is coming at the tail end of hurricane season and the beginning of winter storm season, "so it's kind of taking something from both," said Jeff Masters, director of the private service Weather Underground.
Masters said the storm could be bigger than the worst East Coast storm on record ? the 1938 New England hurricane known as the Long Island Express, which killed nearly 800 people. "Part hurricane, part nor'easter ? all trouble," he said. Experts said to expect high winds over 800 miles and up to 2 feet of snow as far inland as West Virginia.
And the storm was so big, and the convergence of the three storms so rare, that "we just can't pinpoint who is going to get the worst of it," said Rick Knabb, director of the National Hurricane Center in Miami.
Officials are particularly worried about the possibility of subway flooding in New York City, said Uccellini.
New York Gov. Andrew Cuomo told the Metropolitan Transportation Authority to prepare to shut the city's subways, buses and suburban trains by Sunday, but delayed making a final decision. The city shut the subways down before last year's Hurricane Irene, and a Columbia University study predicted that an Irene surge just 1 foot higher would have paralyzed lower Manhattan.
Up and down the Eastern Seaboard and far inland, officials urged residents and businesses to prepare in big ways and little.
On Saturday evening, Amtrak began canceling train service to parts of the East Coast, including between Washington, D.C., and New York. Airlines started moving planes out of East Coast airports to avoid damage and adding flights out of New York and Washington on Sunday in preparation for flight cancellations on Monday.
The Virginia National Guard was authorized to call up to 500 troops to active duty for debris removal and road-clearing, while homeowners stacked sandbags at their front doors in coastal towns. At a Home Depot in Virginia Beach, employee Dave Jusino said the store was swamped with customers.
"We have organized chaos, is what I call it," Jusino said. "We organize a group of 10 associates, give them certain responsibilities and we just separate the lines, organize four customers at a time, load up their cars and get them out the door and then take the next customers."
Utility officials warned rains could saturate the ground, causing trees to topple into power lines, and told residents to prepare for several days at home without power. "We're facing a very real possibility of widespread, prolonged power outages," said Ruth Miller, spokeswoman for the Pennsylvania Emergency Management Agency.
Warren Ellis, who was on an annual fishing pilgrimage on North Carolina's Outer Banks, didn't act fast enough to get home. Ellis' 73-year-old father managed to get off uninhabited Portsmouth Island near Cape Hatteras by ferry Friday. But the son and his camper got stranded when high winds and surf forced the ferry service to suspend operations Saturday.
"We might not get off here until Tuesday or Wednesday, which doesn't hurt my feelings that much," said Ellis, 44, of Amissville, Va. "Because the fishing's going to be really good after this storm."
Last year, Hurricane Irene poked a new inlet through the island, cutting the only road off Hatteras Island for about 4,000.
In Connecticut, the Naval Submarine Base in Groton prepared to install flood gates and pile up sandbags to protect against flooding while its five submarines remain in port through the storm.
Lobsterman Greg Griffen in Maine wasn't taking any chances; he moved 100 of his traps to deep water, where they are less vulnerable to shifting and damage in a storm.
"Some of my competitors have been pulling their traps and taking them right home," said Griffen. The dire forecast "sort of encouraged them to pull the plug on the season."
In Muncy Valley in northern Pennsylvania, Rich Fry learned his lesson from last year, when Tropical Storm Lee inundated his Katie's Country Store.
In between helping customers picking up necessities Saturday, Fry was moving materials above the flood line. Fry said he was still trying to recover from the losses of last year's storm, when he estimates he lost $35,000 in merchandise.
"It will take a lot of years to cover that," he said.
Christie's emergency declaration will force the shutdown of Atlantic City's 12 casinos for only the fourth time in the 34-year history of legalized gambling here. The approach of Hurricane Irene shut down the casinos for three days last August.
Atlantic City officials said they would begin evacuating the gambling hub's 30,000 residents at noon Sunday, busing them to mainland shelters and schools.
Tom Foley, Atlantic City's emergency management director, recalled the March 1962 storm when the ocean and the bay met in the center of the city.
"This is predicted to get that bad," he said.
Eighty-five-year-old former sailor Ray Leonard said if he had loved ones living in the projected landfall area, he would tell them to leave. Leonard knows to heed the warnings.
He and two crewmates in his 32-foot sailboat, Satori, rode out 1991's infamous "perfect storm," made famous by the Sebastian Junger bestseller of the same name, before being plucked from the Atlantic off Martha's Vineyard, Mass., by a Coast Guard helicopter.
"Don't be rash," Leonard said in a telephone interview Saturday from his home in Fort Myers, Fla. "Because if this does hit, you're going to lose all those little things you've spent the last 20 years feeling good about."

Galactic snack time: Stream of stars slowly being ingested by the Milky Way
ScienceDaily (Oct. 25, 2012) ? Using the Sloan Digital Sky Survey, researchers have discovered a band, or stream, of stars believed to be the remnant of an ancient star cluster slowly being ingested by the Milky Way, Earth's home galaxy.
"The Milky Way is constantly gobbling up small galaxies and star clusters," said Ana Bonaca, a Yale graduate student and lead author of a study forthcoming in Astrophysical Journal Letters. "The more powerful gravity of our Milky Way pulls these objects apart and their stars then become part of the Milky Way itself."
Researchers have previously found evidence of the Milky Way eating up dwarf galaxies. Bonaca argues that the newly found stellar stream is the remnant of a star cluster rather than of a larger galaxy, because the stream is very narrow.
"Our discovery is more of a light snack than a big meal for the Milky Way," says Marla Geha, associate professor of astronomy at Yale and a co-author of the study. "Studying this digestion process in detail is important because it gives us new insight into how all galaxies form and evolve."
The new band of stars, or stellar stream, it is the first of its kind found in the southern Galactic sky, a region that has been hard to examine due to a relative lack of deep-sky imaging there. Deeper imaging enables astronomers to detect fainter stars.
Named the Triangulum stream, the newly discovered stellar stream could also help astronomers reconstruct how the Milky Way's mass is distributed, further revealing its dynamic structure.
Galaxies are believed to form hierarchically through the merger of smaller galaxies and still smaller star clusters. Stellar streams form as they are ripped apart by the gravitational force of galaxies. This process may be the primary way galaxies such as the Milky Way grow in mass, the researchers say.
Triangulum was found by searching a region recently surveyed by the Sloan Digital Sky Survey III (SDSS-III), an international collaboration that is mapping the sky through wide-field photometry.
Bonaca, Geha and co-author Nitya Kallivayalil, a Yale postdoctoral fellow, relied specifically on the survey's Data Release 8, which included information about vast new areas of the southern galactic sky.
Research support was provided by the National Science Foundation and the Alfred P. Sloan Foundation.

Isolation of Puerto Rico's manatees affects survival odds
ScienceDaily (Oct. 25, 2012) ? New evidence shows there is no cross-breeding between endangered manatees in Puerto Rico and those in Florida, resulting in less genetic diversity in Puerto Rico's small manatee population and impacting its odds of survival.
The findings, which come from a study of West Indian manatees by the U.S. Geological Survey and Puerto Rico Manatee Conservation Center, could help resource managers make decisions about how to conserve the endangered marine mammal.
"Wildlife management has been one of the fields to benefit greatly from the ability to determine relatedness of individuals from DNA analysis, allowing management decisions to be based on concrete scientific evidence for genetic diversity and prospects for it to increase," said USGS Director Marcia McNutt. "These results for Puerto Rico's manatees are a wake-up call."
One key management concern is the ability of Puerto Rico's manatees to absorb and rebound from population declines. Current estimates suggest as few as 250 individual manatees may currently live in Puerto Rico. Furthermore, the population's genetic diversity is low, a fact which decreases a wildlife population's capacity to adapt to changing conditions and rebound after critical events that can cause deaths, such as hurricanes, boat strikes, or disease.
This latest finding -- that Puerto Rico's manatees are genetically isolated -- shows the population's vulnerability to future ups and downs is not being offset by migration from Florida manatees, as was once hoped.
"Puerto Rico's Antillean manatees have low overall numbers and low genetic diversity, both of which present risks for the population's long-term survival," said Margaret Hunter, Ph.D., a USGS geneticist and lead author of the study. "The lack of gene flow is another risk factor. We detected no signs that the Puerto Rico population is being supplemented by Florida manatees, through migration or breeding. This means that Puerto Rico's population must absorb shocks -- such as environmental change or disease -- on their own. It's a trifecta of genetic vulnerability."
In their most recent 5-year review, released in 2007, the U.S. Fish and Wildlife Service recommended that West Indian manatees be downlisted from endangered to threatened, although no decision was made at that time.
As of the last status review, it was difficult to determine whether the two populations were mixing. Puerto Rico's manatees were already considered a different subspecies -- the 'Antillean' subspecies, while those in the continental U.S. are the 'Florida' subspecies. Although the distinction had been based on different physical traits observed in the two types of manatees, this study confirms that there is indeed a strong genetic basis to those differences.
The research offers a clearer picture of breeding relationships because the research team compared Florida and Puerto Rico using nuclear DNA, which provides enough granular detail about diversity to draw conclusions about current breeding rates. Earlier genetic data on West Indian manatees came from analysis of mitochondrial DNA, a type of genetic material typically used to understand a species' ancient migratory past.
Among other findings in the study is the existence of two manatee populations within Puerto Rico itself that do not frequently interbreed. The two genetically different groups provide diversity that may improve the long-term prospects for manatees in Puerto Rico.
"This study provides solid data that allows us to better understand what Puerto Rico's manatee population faces internally to survive?both as individuals and as a population. It also directs us in developing and implementing future studies in health assessments and habitat use that will enhance current conservation efforts in the island on behalf of the species," said co-author Antonio Mignucci, Ph.D., director of the Puerto Rico Manatee Conservation Center and research professor at Inter American University of Puerto Rico.
Puerto Rico's manatees are not only isolated from Florida's population, but have little chance of receiving migrants from other nearby islands. The USGS has been working with the PRMCC and other biologists in Caribbean nations to gather new data about causes of death, habitat use, and breeding among manatees found on the surrounding islands. At this point, Jamaica and the Dominican Republic are believed to have small manatee populations while Guadeloupe, Haiti and the Virgin Islands have no known manatees.
"The more that we continue to learn about this unique mammal, the better we can enable managers to make decisions that ensure adequate protection," said Bob Bonde, Ph.D., a USGS research biologist and co-author of the research.
The study, "Puerto Rico and Florida manatees represent genetically distinct groups," is available online in the journal Conservation Genetics.

Ingenious and truly original, The Paper Hat Game is a toy-theater piece for children of all ages ? and ?For the Ages.? Creator and director Torry R. Bend, video designer member Raquel Salvatella de Prada, and cohorts have given a face to a faceless male subway commuter in present-day America, and transformed his story into a timeless tale. If Triangle Theater Review had a five-star system to rate the excellence of theatrical productions, The Paper Hat Game would get six!
Duke University faculty members Bend and Salvatella de Prada are at the top of their form in The Paper Hat Game. They cast their theatrical spells ? and the story of their 21st century Everyman unfolds cinematically. Different sizes of puppets expertly manipulated, an awesome assortment of backdrops, and some vivid video projections smoothly shift the audience?s point of view from scene to scene and within scenes.
From a bird?s-eye view, the viewers survey an urban panorama, crisscrossed by a subway train, inching; and then they zoom in on the central character at street level. The view shifts back and forth from side shots of the man in the city to an inside-the subway-car overhead view of the passengers cocooned in that car for their daily commutes.
Instead of acquiescing to forces that want to squeeze him into smaller and smaller cubicles at work and at home, one man fights back ? with humor. The inspiration for The Paper Hat Game came from a spontaneous act of whimsy ? in which Torry Ben?s friend Scotty Iseri transformed a section of his daily newspaper into a paper hat, put it on his head, and offered to make identical hats for his fellow commuters. Thus, Iseri passed into Urban Legend as the inventor of ?The Paper Hat Game,? a one-man crusade to turn the frowns of his fellow subway commuters upside down.
The performers in The Paper Hat Game ? Drina Dunlap, Jess Jones, Monet Marshall, and Evan Mitchell ? and lighting designer Jeanette Yew, assistant lighting designer Rebecca S. Buck, and sound designer Colbert S. Davis for making a Scotty Iseri?s puppet alter ego a Man in Full ? as novelist Tom Wolfe would say ? and Torry R. Rebecca Edmonds, Single Mom, Dismissed From Air Force For ...
Rebecca Edmonds, the daughter of an Air Force captain, proudly followed in her father?s footsteps when she joined the armed forces. But her dream came to an abrupt halt when the Air Force found out that she was about to start a family of her own.
Edmonds, a graduate of Marquette University with a full scholarship from the Air Force, became pregnant 13 weeks before she was going to be commissioned as an officer, CNN reported. Six months into her pregnancy, she shared her news with the Air Force. In response, they revoked her $92,000 scholarship and ejected her from the ranks.
The Air Force strictly forbids single parents from enlisting -- a policy Edmonds alleges that she was unaware of when she found out she was pregnant. The Air Force put the single parent policy in place due to the difficult strains deployment puts on the children of single parents, according to CNN.
The U.S. military is committed to ensuring that enlisted members take care of family obligations, such as child care, before deploying for service. According to the 2012 research paper published by Indiana University ? Purdue University Indianapolis, a single parent must submit in writing that an individual not enlisted in the military will take responsibility over the child and individuals who do not comply could be immediately terminated from service.
The Air Force contends that if Edmonds was honest about her pregnancy from the beginning, she would not of been discharged so abruptly, according to CNN. In a letter written to Edmonds? attorney about the case, an Air Force official wrote, "If Ms. Edmonds had reported her pregnancy she would have been placed on medical recheck status until she gave birth.? The letter goes on to explain that Edmonds would only be able to be deployed ?if she were not a single parent, for example, if she were married, or had given the child up for adoption."
A policy that strictly forbids individuals from giving up custody of their child for the purpose of joining the ranks is outlined on the Air Force?s website. If a single parent attempting to join the Air Force indicates that their child is in the custody of someone else, they are required to acknowledge that ?his/her intent at the time of enlist was not to enter the Air Force with the express intention of regaining custody after enlistment.?
Edmonds isn?t the only single parent with dreams of joining the armed forces. In 2009, it was estimated that more than 30,000 single mothers had deployed to Iraq or Afghanistan. Researchers like Lieutenant Colonel Samantha Blanchard, the director of behavior medicine at Nellis Family Medicine Residency in Nevada, have have highlighted the need for more services for single parents in the military.
Although mothers serving their country face a unique set of battles when it comes to balancing their job and their family, many women in other professions have also alleged they were unjustly fired due to pregnancy. Jamera Lee Massop of Jamaica, N.Y. contends that she was abruptly fired from her job as an administrative assistant when she was six months pregnant. Jarretta Hamilton, previously a fourth-grade teacher in the Atlanta area, filed a lawsuit against her school district for being fired after telling her principle she was pregnant.
Edmonds case is currently under review. She told CNN that she hopes that her case will make the military reconsider its current policy on single parents enlisting for service.

Solar Panel Installations More Likely In Homes With Energy Efficient ...

Here?s a thought for solar marketers: If you?ve done a few rooftop projects in a neighborhood, don?t be so quick to move on to fresh terrain; knock on some doors in that same area ? a new study suggests it could get you more business.
According to researchers at Yale and New York University, writing in the journal Marketing Science, residents are more likely to install solar power systems if there are already such installations within their zip code.
The researchers used data from California from January 2001 through December 2011, during which some 85,046 households requested residential installations with the state?s three big investor-owned utilities.
In analyzing the data, the researchers said they controlled for other explanations beyond ?causal peer effects,? making sure that the numbers didn?t just reflect the marketing activity of companies, for instance, or clustering of people inclined to be interested in solar power.
They said that for each installation in a zip code, the chance of another installation going in increased by 0.78 percent. Word of mouth and the visibility of the panels did the trick, the researchers said, and that?s something marketers might be able to cash in on as they try to bring down the cost of customer acquisition.
?Our ?nding of an increasing effect of new installations in a zip code suggests that targeting marketing efforts in areas that already have some installations is a promising strategy,? the researchers wrote.
Other tendencies popped up in the study as well: ?Higher adoption rates are also associated with the percentage of the population who are male, white, have over a 30-minute commute, and have home repairs,? according to the study.
In a press release, co-author Kenneth Gillingham said that result could be explained by an unusually large number of engineers working in Silicon Valley popping up in the study.
Larger households also were more likely to catch the solar bug.
?Our demographic interaction results further suggest that efforts to leverage peer effects can be targeted to particular areas based on demographics, such as those with larger household sizes and many commuters,? the researchers wrote.
And here?s a provocative little possibility tucked into the last paragraph of the study: These principles, the authors speculate, could apply to ?other green technologies, such as hybrid vehicles, electric vehicles, geothermal heating, and outdoor high efficiency lighting.?

Britney Spears' self-styled manager set to testify
LOS ANGELES (AP) ? Britney Spears' self-styled manager took the stand in his defamation lawsuit against her parents on Tuesday, claiming he acted to protect her from paparazzi and others during a critical period in her life.
Sam Lutfi told jurors how he met Spears at a nightclub in May 2007 and said she struck up a conversation by asking him if she could have his hat.
He said he told her no. "She liked that. She doesn't get told 'no' often. So it was refreshing to hear 'no' once. We started talking, hit it off and she started calling and texting me. We hung out and became friends," he said.
Lutfi described the singer at that time as being "in crisis mode. She was very distraught. She was having a child custody battle and was in the middle of a divorce." He added that she also had drug problems.
Lutfi said he met her right after she had shaved her head during a very public meltdown. "She was dealing with a lot of anxiety," he said.
The witness, whose testimony was interrupted frequently by objections by lawyers for Spears' parents Jamie and Lynne Spears, was asked by his attorney if he took steps to control the press mob that was following her constantly.
Lutfi said he alleviated the problem with photographers by texting them where Spears would be going so they could follow her at a safe distance.
"I also started setting up meetings at her home with press photographers so they could get to know her as a human being," he said, referring to himself as the singer's "manager." He did not say when he became her manager.
In his lawsuit, Lutfi alleges that Lynne Spears defamed him in her book about her daughter's darkest days. She depicted him as a Svengali-like figure who exploited Britney's vulnerabilities and gave her drugs to control her.
He denies those allegations and portrays himself as the singer's protector who managed her career during the period when she was in distress and ultimately hospitalized for mental problems.
Earlier, Superior Court Judge Suzanne Bruguera denied a motion by Lutfi's lawyer to gain access to Spears' medical records from the UCLA neuropsychiatric unit.
The attorney, Joseph Schleimer, said he wanted to know whether the drugs mentioned in Lynne Spears' book were actually in her daughter's system when she was hospitalized.
The judge said it was unlikely that had been determined, and noted the report was inadmissible without testimony from a doctor or other expert witness. The lawyer had listed no such witnesses for the trial.
Lutfi said he attended college but never graduated due to problems with attention deficit disorder, for which he has taken medication for years. He said he works as a consultant in his mother's gas station business and has helped produce music videos for Courtney Love and other rock singers.

Friendster Owner MOL Takes Majority Investment In Rixty, The Cash ...
Some consolidation afoot in the world on online payments coming at you, with a little blast from our social networking past. Rixty, a cash-based payment platform for games, virtual goods and other digital content, today received a majority-stake investment from MOL AccessPortal, the e-payment subsidiary of MOL Global, the company that bought social network Friendster in 2009 and then converted it into an online gaming site, selling Friendster?s social media patents to Facebook in the process.
Financial terms of the deal were not disclosed, but it looks to be a shares deal rather than one aimed at taking over Rixty: the founding team and past investors Javelin Venture Partners,?Accelerator Ventures,?First Round Capital,?Freestyle Capital,?Nueva Ventures?and?SoftTech VC? (who, along with angels, put up $1.25 million in a venture round for Rixty) are all remaining with the company as ?significant shareholders.? As part of the deal, MOL?s CEO?Ganesh Bangah, and Craig White, president of global operations at MOL, will join Rixty?s board. [First Round and Nueva, the company tells us, aren't staying in.]
Rixty?s speciality is offering people who don?t have credit cards or are otherwise ?unbanked? a way of buying credits to redeem online. It has 75,000 payment points in the U.S. and a further 66,000 in Brazil, and a total of 500,000 worldwide. It has partnerships with 70 game publishers who have integrated its payment service.
MOL, meanwhile, also offers users a way to pay for gaming and digital content credits. It is somewhat bigger: 360,000 physical payment channels across?Malaysia, Singapore, Philippines, Thailand, Indonesia, India, Australia and New Zealand, working with some 200 games publishers to integrate its payment services ? through sites like Friendster, for example. MOL handles 60 billion transactions annually and ?is on track to process $500 million in payments this year.
The deal will give MOL a way of expanding its operations to the U.S. and Brazil. One area this might cover is mobile. Both companies are already active in mobile, and in October MOL established a JV to start a new mobile payment acquiring company focused on enabling small and medium-sized businesses to accept credit and debit card payments using mobile devices.
Another area where MOL is already active and wants to do more is in virtual payments, a market it says is worth $19.2 billion annually worldwide. And we might even see Friendster make a re-entry into the U.S. market as a new gaming force as part of that.
