Assad officials in Moscow to discuss end to civil war

BEIRUT --?Syrian President Bashar Assad dispatched senior diplomats to Moscow on Wednesday to discuss proposals made by international?envoy Lakhdar Brahimi to end the?21-month-old?conflict gripping Syria, Syrian and Lebanese sources said.?

Syria's Deputy Foreign Minister Faisal Mekdad and Assistant Foreign Minister Ahmad Arnous flew early Wednesday to Moscow, airport officials in Beirut told The Associated Press. The men hope to sound out Russian officials on details discussed with Brahimi earlier this week in Damascus.

Brahimi is trying to arrange a peaceful transfer of power, but has disclosed little about how this might be achieved.?Opposition sources have staunchly rejected any solution that would leave President Bashar Assad and his government in power.

"We have told every official we have met: the government and its president cannot stay on in power, with or without their powers. This is unacceptable to Syrians," wrote Moaz Alkhatib, the head of the opposition's National Coalition, on his Facebook page on Monday.

"The coalition leadership has told Lakhdar Brahimi directly that this type of solution is rejected."

On Monday, Brahimi said that the situation was "worrying" and gave no indication of progress toward a negotiated solution for the civil war.

Brahimi is scheduled to go to Moscow before the end of the month.

ITV's Emma Murphy spoke with Syrian refugee women in Jordan who described harrowing, brutal treatment.

'A new mood'
Brahimi's previous proposal centered on a transitional government that left open Assad's future role, something which became a sticking point between the government, the opposition and foreign powers backing different sides.

However, a Lebanese official close to Assad's government said Syrian officials were upbeat after talks with the envoy, who met Syrian Foreign Minister Walid Moualem on Tuesday.

"There is a new mood now and something good is happening," the official said, asking not to be named due to the sensitivity of the issue. "Of course now they (Syrian officials) want to meet with their allies to discuss these new developments."

Channel Four Europe's Alex Thomson has the rare opportunity to meet some of Syrian President Bashar Assad's troops.

More than 44,000 Syrians have died in the revolt against four decades of Assad family rule, a conflict that began with peaceful protests but which has descended into civil war.

The last several days have seen some of the heaviest fighting for three months. On Wednesday, rebels re-launched their assault on the Wadi Deif military base in the northwestern province of Idlib, in a critical battle for a major army base and fuel storage and distribution point.

Activist Ahmed Kaddour said rebels were firing mortars and had attacked the base with an explosives-rigged vehicle.

As violence has intensified in recent weeks, with Assad using his air power and artillery to contain rebel advances, daily death tolls have climbed. At least 190 were killed across the country on Tuesday alone, the Syrian Observatory for Human Rights said.

Assad's key ally Russia says it's 'not concerned' about his fate

Also Wednesday, the head of Syria's military police changed sides and declared allegiance to the anti-Assad revolt.

"I am General Abdelaziz Jassim al-Shalal, head of the military police. I have defected because of the deviation of the army from its primary duty of protecting the country and its transformation into gangs of killing and destruction," the officer said in a video published on YouTube.

A Syrian security source confirmed the defection, but said Shalal was near retirement and had only defected to "play hero."

How to set up your new HDTV

It?s not possible for a TV to be set at the factory with the best settings possible for your home. Take 20 minutes or so on your end, and you can drastically improve the picture quality. If you just bought a TV, or just haven't found the time to mess around with your set,?here are tips for doing it right.?

If you really?want to nail it,?we suggest a?setup Blu-ray. They?re cheap, and the?Disney WOW?disc is especially helpful and easy to follow. (A step-up from that would be the $30?ISF HDTV?Calibration Wizard.)

Straight?out of the box
All HDTVs generally?have a start-up?screen that lets the user to choose between a home mode and a store demo mode.?This is extremely important. The store mode is designed to produce the brightest image ? at the expense of black level, contrast ratio and energy efficiency. To obtain the best picture select the home mode. You will still be able to make fine-tuning?adjustments to maximize image quality.

The screen will also ask you to choose your?language, and will ask about using over-the-air antenna or cable/satellite. If you don?t use an antenna, make sure you select cable/satellite.?You don?t want the TV to go into the tuner mode,?because?you won't see an image.

Special instructions for smart TVs
If your new HDTV has Internet connectivity for streaming movies and other content, the next step should be connecting to the Internet. All smart TVs have an Ethernet connection if you want to wire the TV directly. Many also have Wi-Fi for wireless set-up. Follow the on-screen instructions or the?owner?s manual for the proper steps.

Once completed, you should make sure you have the latest version of the TV's software, by performing a firmware update as per your TV's instructions. The update may add new features, Internet services and even apps, and will assure you have the latest and best version of your new HDTV. Don't skip this:?Nearly every TV we test has newer firmware waiting for it when we connect it to the Internet.

Picture modes
Nearly all TVs have picture modes that adjust multiple settings to create a certain look to the image. The best idea is to start with the most accurate setting, then adjust as you see fit. With nearly all TVs, this mode is called ?Movie,? ?Cinema,? or something similar. If these aren?t options, ?Standard? is likely closest.

If you?ve already?been watching your TV for more than a few minutes, switching to one of these modes is going to be a shock. It will seem red (warm) and soft. It isn?t, which I?ll explain as we go.

Contrast
This control adjusts the bright parts of the image: Clouds, white shirts, snow, etc. The idea is to set this control high enough that the image ?pops,? but not so high as to mask detail, like cloud?textures or shirt?wrinkles. All TVs have a maximum contrast setting, above which you?re not making the image any brighter,?you?re just making near-white objects totally white.

If you?re using a setup disc, the contrast pattern will have a ramp of progressively whiter bars. The idea is to be able see most of these (but not those labeled ?above white?).

If you?re not using a setup disc, find a TV show (ideally a live sporting event) that takes place outside. Skiing works great for this, though baseball does as well (fly balls, any shot of the sky). The idea is to be able to set the control so that you can still see detail in bright white objects. There should almost never be bright white blobs on the screen. If there are, turn the contrast control down until those blobs get their detail back.

There is no average number to use as a guideline for setting?contrast, but it?s almost never 100 percent,?or anything close. Start somewhere around 80 percent and go from there.

Brightness
This is the opposite of the contrast control. Despite its name, brightness control adjusts the dark parts of the image: Shadows, black hair, black leather jackets. The idea here is to set it low enough that the picture has lots of contrast (as in, the difference in the light and dark parts of the image), but not so far that there?s just huge swaths of blackness on screen during any night scene.

If you?re using a setup disc, the brightness pattern will have a ramp of progressively darker black bars. The idea is to be able see most of these (but not those labeled ?below black? or similar).

If you?re setting this by eye, any night or darkly lit scene will do. Set the control fairly low, down?past the point where you lose detail. Now gradually increase it until you see detail in the darkness. If the picture looks gray or washed out, you?ve brought your brightness too far up.

Color?and?tint
Generally speaking, you shouldn?t have to adjust these at all. These are holdovers from the old tube (CRT) TV days. With component and HDMI connections, the TV shouldn?t need adjustment to color or tint.

But so you know, color is color saturation. Set too high, people will look sunburned, and everything will seem cartoony. Tint adjusts the green/red in the image (Martian/lobster). Without specific color filters (that usually come with setup discs), you can?t adjust either of these settings these correctly. Skip.

Sharpness
This is a highly misleading control. Generally speaking, sharpness control adds enhancement to the image to make it appear sharp. Ironically, by doing so, it?s actually masking true fine detail in the image. This setting should be set as low as possible. Some TVs actually?soften?the image if you set it too low (bizarre, to be sure), so watch out for that. Look for dark lines on a bright background, like the?edges of buildings for instance. Lower this setting so there isn?t any ghost line next to the dark edge. This ghost line is called ?edge enhancement,? and goes a long way in making the image look artificial.

Once you get used to the naturalness of the image without edge enhancement, you?ll never go back.

Color temperature
This one is going to be tough. Not because it requires any labor on your part, it?s just going to do something to the image that at first is going to seem bad.

Color temperature is how bluish or reddish the image looks. Picture a typical scene of people walking down a street. Set the color temp too cool, and it will look like they?re walking down the street in winter, with that season?s normal bluish tones. Set the color temp too warm, and it will be a reddish warm day instead.

With most TVs, the ideal setting is ?warm? or ?low.? In some cases, this is too warm, and ?normal? is closer. If you?re changing the settings for the first time, and the TV was set in the ?cool? color temp mode, everything will look wrong, and even??normal? will appear to your eye as too warm. Give your eyes time to adjust. Watch on ?normal? for a few hours, and then ?cool? will seem incredibly blue.

Backlight
This is an LCD-specific control ??plasma TVs don?t have backlights.?Think of the backlight setting as a volume control for the image. Turn it up, and the entire picture (bright whites and dark blacks alike) get brighter. Turn it down, and everything gets darker.?

If you leave this turned all the way up, not only are you wasting energy, but at night your TV can be hard to watch. Modern LCDs are extremely bright, and watching such a small bright object in a dark room can create severe eye fatigue.

For critical viewing, or watching at night, the idea is to get the best black levels, while still creating a watchable image. Once you set contrast and brightness correctly, turn the backlight control all the way down. This will likely be too dark for most viewing. Turn it up to the point where it looks the best. Often, at night, this could be as low as 20 percent, depending on the TV.?During the day, you can?set this as high as you want.

A recent discussion on the Technical Writer group at LinkedIn asked how to explain to a client that a technical writer need not be an expert in the subject matter of the manuals. As technical writers, we have to be learners, but we usually do not begin as experts in the scientific topics we cover. However, we must be:
  • Experts in Document Design
  • Although technical writers do not need to be experts in semiology, psychoanalysis, or content analysis, we need to know enough about document design to create manuals, web sites, brochures, and other communication packages that speak to the audience. We need to know enough about the audience's eye movement across the page to make a page that flows. That is, for English speaking audiences, we need to know that the audience's eye will track from the upper left to the lower right of the page. For audiences who primarily read Chinese, Hebrew, or Arabic, those eyes will track in different directions.

    Additionally, we need to be aware of the limitations of the fonts we incorporate (Are the lines so thick that they are hard to read from a distance?), the mix of colors we use (Can the elements of our pictures be distinguished as separate elements?), and the amount of white space incorporated in our illustrations and text. Although Jan White claims that serifs have a functional value in that they direct the eye and san serif fonts anchor the eye (Kostelnick and Roberts, 1998, p142), there have not been corroborating studies confirming these findings. Therefore, other than my own anecdotal evidence in support of White's study, I really cannot recommend this limitation on use of fonts. However, I can point to more than a few sources that would confirm that using more than two or three fonts on a page will reduce the readability of the page (Becker, 2009)(Krug, 2006, p36).

    As mentioned previously, we also need to consider the cultural side of our pages and illustrations. Do procedural photos that are directed at Americans include someone pointing to the audience with the middle finger? Does a photo for an Arabian audience show the sole of a model's foot?

AT HOME: DD: 18-21

When last we left the days of December Daily, we were?somewhere?around here, right?

So, here's what happened next. ?I ran out of divided page protectors and started sticking the photo and journaling cards all in this one pocket, which is just not nearly as?psychically?satisfying.?

Then I added a second page to Day 16. ?There were alot of cool stories besides opening presents on the 16th so I highlighted making E's paving stone, crazy boys' new undershirts and, I think, some Z & M at the farm stories. (The other pictures wandered off with M, but will make their way back I'm sure, right?)

The 19th I volunteered at B's school to help the kindergartners make "gingerbread" houses (yes, our third "gingerbread" house making this year. ?This is slightly ironic as B wanted to make one all year last year and we never did. ?Problem solved!) Only the first gingerbread houses this year involved actual gingerbread, this time it was graham crackers attached with icing to milk cartons. ?There were about 120 kindergartners at play with lots of adults helping out and so much candy! ?I hadn't planned on coming as it was a big logistical challenge to rework my job and pick ups for the other kids, but after Sandy Hook was reminded that I need to be there and take these opportunities. ?Also, I loved getting to help B and think he feels extra special when we're present for class activities ?and he is!

December 21 was supposed to be a play day for M and Grandma as M was off school, but everyone else was still "in." However, it ended up mostly being a sick day as E was sick, and M was getting there. ?They did have one adventure to the duck pond and watched some dance flash mobs on utube while E and I went to the Doctor (Yes, he has another double ear infection and is very miserable). ?

Ok, I will be back fairly soon with the 22nd and 23rd and then probably a few days later with the days that follow!

4 foreign sailors kidnapped off Nigeria coast

LAGOS, Nigeria (AP) ? Gunmen attacked a supply tug boat off the coast of Nigeria's oil-rich southern delta, kidnapping foreign sailors, including Italians, in the latest attack in the West African region that is increasingly dangerous for shippers and oil companies, officials said Monday.

The attack happened 40 nautical miles off the coast of Bayelsa state in the Niger Delta on Sunday night, as the gunmen stormed the moving vessel, the International Maritime Bureau said Monday in a warning to other shippers. The gunmen seized four workers and later fled, the bureau said. Those remaining onboard safely guided the ship to a nearby harbor, the bureau said.

The bureau did not identify the shipper, nor the sailors. However, a separate notice to private security contractors working in Nigeria and seen by The Associated Press identified the four hostages as foreigners.

In Rome, the Foreign Ministry confirmed the kidnapping, saying the four hostages were members of the crew. A Foreign Ministry official said three of the four were Italian. The official, who spoke on condition of anonymity because he was not authorized to release the information publicly, said he didn't know the nationality of the fourth hostage.

Foreign Minister Giulio Terzi was following the case personally, and the ministry was working with Nigerian officials to secure the safe return of the crew, the official said. The official and the private security notice seen by the AP identified the vessel attacked as the Asso Ventuno, operated by Augusta Offshore SpA, a Naples-based shipping company.

Calls to the company were not successful on Monday, Christmas Eve. Someone who answered the phone hung up when contacted by the AP, and then didn't pick up on subsequent calls. The company's website says it does business with oil companies Total SA and Exxon Mobil Corp. in Nigeria.

Commodore Kabir Aliyu, a spokesman for Nigeria's navy, declined to immediately comment Monday.

Pirate attacks are on the rise in West Africa's Gulf of Guinea, which follows the continent's southward curve from Liberia to Gabon. Over the last year and a half, piracy there has escalated from low-level armed robberies to hijackings and cargo thefts. Last year, London-based Lloyd's Market Association ? an umbrella group of insurers ? listed Nigeria, neighboring Benin and nearby waters in the same risk category as Somalia, where two decades of war and anarchy have allowed piracy to flourish.

Analysts believe many of the attackers come from Nigeria, whose lawless waters and often violent oil region routinely see foreigners kidnapped for ransom. Increasingly, criminal gangs also have targeted middle- and upper-class Nigerians as well.

Typically, foreign companies operating in Nigeria's Niger Delta pay cash ransoms to free their employees after negotiating down kidnappers' demands. Foreign hostages can fetch hundreds of thousands of dollars apiece.

Foreign companies have pumped oil out of the Niger Delta, a region of mangroves and swamps the size of Portugal, for more than 50 years. Despite the billions of dollars flowing into Nigeria's government, many in the delta remain desperately poor, living in polluted waters without access to proper medical care, education or work. The poor conditions sparked an uprising in 2006 by militants and opportunistic criminals who blew up oil pipelines and kidnapped foreign workers.

That violence ebbed in 2009 with a government-sponsored amnesty program that offered ex-fighters monthly payments and job training. However, few in the delta have seen the promised benefits and sporadic kidnappings and attacks continue. The end of the year in Nigeria usually sees an uptick in criminal activity as well, as criminal gangs target the wealthy returning to the country to celebrate the holidays.

Sunday's kidnapping is just the latest attack in the region. On Dec. 17, gunmen kidnapped five Indian sailors on the SP Brussels tanker as it sat about 40 miles (64 kilometers) off the coast of the Niger Delta. That came the same day gunmen abducted four South Koreans and a Nigerian working for Hyundai Heavy Industries Co. at a construction site in the Brass area of Bayelsa state. Those workers were later released, though the Indians are still believed to be held by the abductors.

The Two Types of New York Guardianships

There are two main types of guardianships recognized in New York- Guardianship under MHL Article 81 and a guardianship under Article 17-A of the Surrogate Court Procedure Act. An Article 81 guardianship is used mostly for elderly persons or persons who have suffered a brain trauma or brain disease, who are mentally or physically incapacitated. An article 17-A guardianship is used for the care of a minor child or a disabled child. The guardian?s responsibilities vary depending on the person?s individual needs and requirements. Responsibilities of a New York Guardian of the Person

As a guardian of the person, you may be responsible for an incapacitated person?s:

? Day-to-day living needs, including grooming, bathing, feeding and household care, transportation

Responsibilities of a New York Guardian of the Property

As a guardian of the property, you may be responsible for an incapacitated person?s financial needs including:

? Paying of bills
? Collecting of real estate rents
? Buying and selling real estate
? Buying and selling stocks and bonds
? Making repairs
? Running a business
? Filing income tax returns
? Making decisions regarding legal matters while acting as guardian ad litem and working with attorneys handling legal matters involving the incapacitated person
? Obtaining government benefits such as VA, Social Security, Medicare, Medicaid or SSI
? Submitting an Accounting to the Court

  • 1 bottle, 750mL, red wine (I use Merlot)
  • zest of 1 orange
  • 1 orange, peeled, segmented
  • 2 cinnamon sticks
  • 1 small piece of ginger root (about 1-inch piece)
  • 2 tablespoons Maker's Mark Brandy
  • 10 packets Sweet'N Low sweetener

Instructions

  • Combine all ingredients in the slow cooker pot.
  • Stir and cover.
  • Cook on LOW for 4 hours or on HIGH for 2 hours.
  • Ladle into mugs without the spices.

With Washington on Holiday, President Obama Still 'Optimist' on Cliff Deal

WASHINGTON D.C. - Ten days remain before the mandatory spending cuts and tax increases known as the "fiscal cliff" take effect, but President Obama said he is still a "hopeless optimist" that a federal budget deal can be reached before the year-end deadline that economists agree might plunge the country back into recession.

"Even though Democrats and Republicans are arguing about whether those rates should go up for the wealthiest individuals, all of us - every single one of us -agrees that tax rates shouldn't go up for the other 98 percent of Americans, which includes 97 percent of small businesses," he said.

He added that there was "no reason" not to move forward on that aspect, and that it was "within our capacity" to resolve.

The question of whether to raise taxes on incomes over $250,000 remains at an impasse, but is only one element of nuanced legislative wrangling that has left the parties at odds.

At the White House news conference this evening, the president confirmed he had spoken today to Senate Majority Leader Harry Reid, D-Nev., and House Speaker John Boehner, R-Ohio, although no details of the conversations were disclosed.

The talks came the same day Speaker Boehner admitted " God only knows" the solution to the gridlock, and a day after mounting pressure from within his own Republican Party forced him to pull his alternative proposal from a prospective House vote. That proposal, "Plan B," called for extending current tax rates for Americans making up to $1 million a year, a far wealthier threshold than Democrats have advocated.

Boehner acknowledged that even the conservative-leaning "Plan B" did not have the support necessary to pass in the Republican-dominated House, leaving a resolution to the fiscal cliff in doubt.

"In the next few days, I've asked leaders of Congress to work towards a package that prevents a tax hike on middle-class Americans, protects unemployment insurance for 2 million Americans, and lays the groundwork for further work on both growth and deficit reduction," Obama said. "That's an achievable goal. That can get done in 10 days."

Complicating matters: The halls of Congress are silent tonight. The House of Representatives began its holiday recess Thursday and Senate followed this evening.

Meanwhile, the president has his own vacation to contend with. Tonight, he was embarking for Hawaii and what is typically several weeks of Christmas vacation.

However, during the press conference the president said he would see his congressional colleagues "next week" to continue negotiations, leaving uncertain how long Obama plans to remain in the Aloha State.

The president said he hoped the time off would give leaders "some perspective."

"Everybody can cool off; everybody can drink some eggnog, have some Christmas cookies, sing some Christmas carols, enjoy the company of loved ones," he said. "And then I'd ask every member of Congress, while they're back home, to think about that. Think about the obligations we have to the people who sent us here.

"This is not simply a contest between parties in terms of who looks good and who doesn't," he added later. "There are real-world consequences to what we do here."

Obama concluded by reiterating that neither side could walk away with "100 percent" of its demands, and that it negotiations couldn't remain "a contest between parties in terms of who looks good and who doesn't."

Boehner's office reacted quickly to the remarks, continuing recent Republican statements that presidential leadership was at fault for the ongoing gridlock.

"Though the president has failed to offer any solution that passes the test of balance, we remain hopeful he is finally ready to get serious about averting the fiscal cliff," Boehner said. "The House has already acted to stop all of the looming tax hikes and replace the automatic defense cuts. It is time for the Democratic-run Senate to act, and that is what the speaker told the president tonight."

The speaker's office said Boehner "will return to Washington following the holiday, ready to find a solution that can pass both houses of Congress."

"Smart guns" show promise, but not readily available on U.S. market

(Reuters) - When Irish gun entrepreneur Robert McNamara learned of the Sandy Hook Elementary School mass shooting, his immediate reaction, like that of most people, was one of horror, shock and sadness. But there was something else, too.

"I was literally pulling my hair out," McNamara said. "I thought, we have a technology that could have helped prevent that massacre."

That technology places a radio chip in a gun handle and a corresponding chip on a ring or bracelet or even implanted in an authorized shooter's hand, McNamara said. If the two chips are not within an inch or two of each other, the trigger will not unlock.

The concept, which McNamara's company, TriggerSmart, patented this spring, is a fresh take on a smart gun technology that has been studied and promoted for two decades but has been stubbornly stuck at the prototype phase.

McNamara is not alone in thinking that the technology, which is envisioned primarily to help prevent the hundreds of accidental shootings and thousands of gun suicides in the United States each year, might have made a difference in the December 14 Sandy Hook slayings.

Adam Lanza, 20, shot dead 20 children and six staff members at the school in Newtown, Connecticut, before killing himself. He also killed his mother.

"If the reports were accurate and they were mom's guns, and had she not given him access to whatever personalized the guns, then her son doesn't have access to these guns. He isn't able to operate them," said Jon Vernick, co-director of the John Hopkins Center for Gun Policy. "That's the essence of what a personalized gun is about."

LONG HISTORY

In 1992, a group of students at Johns Hopkins University in Maryland carried out an assignment to rig a gun to fire only when held by its rightful owner. It cost them little more than $2,000.

In the two decades since, the U.S. government has spent millions of dollars on grants for research institutions and gun makers to perfect a personalized gun ? mostly on biometric methods such as fingerprint and grip recognition.

New Jersey passed a law in 2002 mandating that once such a gun becomes commercially available, all guns sold in the state must incorporate the technology within three years.

While champions of personalized guns have long insisted that the technology is within reach, no such gun has made it to the mainstream U.S. market.

One product that is available now is a pair of after-market magnetized add-ons that prevents certain guns from firing unless the shooter is wearing a magnetic ring.

The New Jersey Institute of Technology has spent millions of dollars in federal and state grants to achieve what Senior Vice President of Research and Development Donald H. Sebastian says is a working prototype of a grip-recognizing gun with a success rate of 99 percent or better.

"There is no interest from gun manufacturers in commercializing it," Sebastian said. "There has not been for more than a decade."

But gun advocates and some in law enforcement officials say the institute's success rate is not good enough.

"One failure one time on the range and I would have no interest in ever carrying that gun again," said Mitch Barker, executive director of Washington state's Association of Sheriffs and Police Chiefs. He said guns occasionally jam or misfire for other reasons, but officers are trained to handle such malfunctions.

By contrast, the radio frequency identification technology proposed by McNamara, implanted in everything from key cards to house pets, is essentially instantaneous and virtually fail-safe, according to RFID Journal founding editor Mark Roberti.

"These systems are very reliable," said Roberti, adding his car has never failed to start as a result of a fault in chips now standard in car keys.

An important question for TriggerSmart, Roberti says, is how quickly the trigger lock disengages after the shooter has been verified, determining how fast a gun can be fired in a life-or-death situation.

LACKING OVERSIGHT

Jonathan Lowy, director of the Legal Action Project of the Brady Center to Prevent Gun Violence, says the simplest way to get personalized guns to the market would be to place firearms under the purview of the Consumer Product Safety Commission, which handles safety-related oversight of everything from cribs to power tools.

"Law-abiding, responsible gun owners who choose to have a gun to protect their families would rather have a gun that was safer," Lowy said.

Officials from gun makers Smith & Wesson and Colt could not be reached by phone and did not immediately respond to emailed requests for comment.

Gun Owners of America spokesman Erich Pratt said it opposed any effort to mandate the use of personalized guns. Doing so, he said, would impose the use of a technology that is not assured.

"I've got 12 kids. I don't want them getting into guns when they're not supposed to," Pratt said. "But I don't want in a moment of crisis to have a question that my gun might not work to protect my family."

Some gun control advocates, such as Josh Sugarmann, executive director of the Violence Policy Center based ion Washington, say smart guns are a sideshow that distracts from the more pressing issue of limiting the firepower of guns that can be legally sold.

Pointing to data from the University of Chicago's General Social Survey, Sugarmann says that while 54 percent of American households owned a gun in 1977, only 32.3 percent did in 2010.

If smart guns were viable, he says, gun makers would welcome the opportunity to expand their shrinking customer base.

McNamara said he has spoken with some U.S. gun makers, which he did not name, about licensing his technology. He said they were reluctant to be the first to move ahead with personalized guns.

"The attitude is, ?We understand this technology is coming down the track and we'll deal with it when we have to,'" he said. "They're concerned about the liability aspect. When you put it in one gun you'll have to put it in every gun."
